Tournament Rules & Regulations

This document contains the rules and regulations governing the annual North American Malayalee Soccer League’s V.P Sathyan Memorial Tournament scheduled on Aug 4th-6th, 2023. These rules and regulations are applicable to all participants, players, spectators and visitors of the annual V.P Sathyan Memorial Tournament. Please carefully read the following rules and regulations, make sure you understand them and be sure to abide by them.

CONDUCT OF TOURNAMENT

N.A.M.S.L Committee relies heavily upon member team’s coach/ managers to set a positive example of conduct and sportsmanship and to exercise the necessary control over their players and associated parents and spectators. Always remember that we are all here to have fun and to play the game in its spirit with utmost integrity. Any action by players/spectators/team official’s contrary to that spirit will not be entertained by Field officials or N.A.M.S.L Committee. No protests shall be entertained and there will be no appeals permitted on tournament decisions.

1. PLAYERS/COACHES/MANAGERS MUST HAVE A VALID N.A.M.S.L ISSUED PASS IN ORDER TO PARTICIPATE IN THE TOURNAMENT. ONLY ROSTERED PLAYERS/COACH/MANAGER ARE ALLOWED ON THE FIELD AND MUST REMAIN IN THE RESPECTED TECHNICAL AREA/BENCH AT ALL TIMES

2. A VALID PASS MUST BE PRESENTED FOR FIELD ENTRY. 

3. MISCONDUCT BY ANY COACHES OR TEAM OFFICIAL CAN RESULT IN AN IMPLEMENTATION OF A PENALTY, EJECTION, OR SANCTIONS AGAINST YOUR TEAM.

4. SMOKING AND ALCOHOLIC BEVERAGES ARE NOT PERMITTED ON OR AROUND THE PREMISES. ALL VIOLATORS WILL BE ASKED TO LEAVE THE PREMISES. ALCOHOL, SMOKING, ILLEGAL SUBSTANCES AND PORNOGRAPHIC MATERIAL ARE STRICTLY PROHIBITED ON THE PREMISES. USAGE, POSSESSION, SALE OR DISTRIBUTION OF THESE ITEMS, WILL LEAD TO PERMANENT EXPULSION FROM THE PREMISES AND IN SOME CASES CRIMINAL CHARGES AGAINST THE PROVIDER

5. ALL RULES MENTIONED HERE ARE UNDER THE DISCRETION AND INTERPRETATION OF N.A.M.S.L BOARD OF TRUSTEES AND REFEREES.

Requirements Prior to Aug 4th, 2022 

1. Each Team Manager/Coach/Coach must sign the N.A.M.S.L Consent Form (“Consent Form”).

2. Players under the age of 18 must have their parent or guardian sign the Consent Form.

3. Maximum 25 player roster must be submitted to N.A.M.S.L board of trustees by June 4th , 2023. Final roster of 20 players should be submitted by July 4th, 2023.

4. Player verification must be completed and any questions/concerns must be addressed by July 4th , 2023.

5. Annual membership fee of $300 must be paid by July 4th , 2023.

Requirements for Aug 4th -6th, 2023

1. All teams must be at the field and signed in by 5:30 PM on Aug 4th, 2023. Kickoff will start promptly at 6:00 PM.

2. All participants, without excpetions should attend the March past during opening ceremony on Aug 4th, 2023. 

3. Each participant must fill and sign the RELEASE AND WAIVER OF LIABILITY AGREEMENT form presented to the participating teams during the team check-in process. 

4. Each participant must fill and sign the Waiver of Liability Form. 

5. Teams must present a valid player/coach/manager card to security and present on the assigned field 

6. 15 minutes before each team’s scheduled game. If a team is not present within five minutes past the scheduled time, then that team will forfeit that game. 

7. A team will consist of 11 players (including the goalie). The maximum allocated team players are 20. A game may be played with a minimum of 8 players. 

8. If a player arrives late, that late player may only enter the game when permitted by a Referee.

Tournament Rules and Regulations

 1. All FIFA rules apply for the tournament, unless stated otherwise. 

2. Player Eligibility: To be eligible to play for this tournament, the player MUST, i. Present N.A.M.S.L issued player pass. ii. Have a federal/state issued ID ready to be presented at any time. iii. Have submitted the signed liability and release form. iv. All members of the participating teams shall have roots in the state of Kerala, India i.e.one parent should have roots in Kerala, India. Should questions arise, the responsibility to furnish necessary documents to prove eligibility is vested with the specific team. v. If required at any point, an affidavit of identity must be signed by the player in question participating in the tournament. vi. Violation of the player eligibility rule during or after the tournament will result in disqualification of the team from the tournament and future tournaments. Any awards received (Cups/trophies/cash) MUST be returned to N.A.M.S.L along with a fine determined by the N.A.M.S.L committee. Also, the individual in question may be subject to violation of state/federal impersonation law.

3. Equipment: 

  i. No jewelry will be allowed and shin guards are mandatory.

 ii. No metals studs allowed.

4. Team responsibilities: 

   i. Teams should be ready at the fields 15 minutes prior to the game time.

   ii. All teams must play all scheduled games. 

  iii. No Show / Forfeit:

    a) A no-show / forfeit occurs when a team of their fault or not their fault does not show up at a game when it’s scheduled;

    b) A forfeit results in win to the opposing team. 

    c) One no show may result in a team being terminated at the discretion of the Tournament committee. 

    d) Teams are given 5 minutes from scheduled game time, or from delayed start time due to unforeseen circumstances. 

    e) Team walkout during or prior to a game will result in a forfeit. 

    f) Tournament committee makes the final decision on a forfeited game.

5. Tournament Game Play:

    i. Referee will start the clock at the scheduled game time. 

   ii. Unlimited substitutions are allowed for this tournament upon referee’s permission.

   iii. Substituting player(s) must remain in their respected technical area until referee allows 

   iv. the substitution.

   v. Red Cards:

       a) Two Yellow cards in a game constitute a Red Card. 

       b) Players or coaches ejected from a Game (RED Card) will be expelled from that game. 

       c) Players getting a red card in a match will not be allowed to play in the following match.

       d) Players getting a red card in a match due to violent misconduct will be suspended from the tournament upon referee’s digression.

       e) Inappropriate behavior when on the sideline could warrant a Red Card to the team. 

6. Referees: 

      i. There will be qualified officials on the field to enforce rules of the game as set forth by FIFA and the tournament committee as specified in this              document.

      ii. Referee decisions are final.

     iii. ABSOLUTELY NO ABUSE TOWARDS REFEREES WILL BE TOLERATED. 

7. Tournament progressions:

     a) Group Stage: 

        i. All group stage matches will be 25-minute halves. Group stage matches must have a winner. If tied, winner will be decided on penalty shoot-              out at the end of regulation time. (5 A-side, then sudden death). 

       ii. Group Stage Ranking will be based on the point system.

       iii. Top Two teams from each group will advance to the Semi-Final round. 

     b) Semi-Finals: 

       i. Semi-Final games will be 30-minute halves. In case of a tie in the semi-finals,

      ii. overtime will be 10 minutes (5 MINUTE HALVEs), and then penalty shoot-out if 

      iii. tied after overtime (5 A-side, then sudden death).

      iv. Group leader will play second seed in the opposing group.

    c) Championship:

      i. Championship game will be 35-minute halves. In case of a tie in the finals, overtime will be 20 minutes (10-minute halves), and then penalty                 shoot-out if tied after overtime (5 A- side, then sudden death).

AWARDS

 a. Champions will be presented an ever rolling trophy. It’s the winning team’s responsibility to return the Championship trophy back to N.A.M.S.L 60           days prior to the following year’s tournament date.

 b. Runner-up will be presented an ever rolling trophy. It’s the runner-up team’s responsibility to return the Runner-up trophy back to N.A.M.S.L 60              days prior to the following year’s tournament date. 

c. Individual awards will be presented to Champions and finalist.

FACILITY/CAMPUS RULES AND REGULATIONS:

 • No gum chewing permitted on the field or in team areas. 

 • There is no food permitted on the field or in the team areas. 

 • There is no glass permitted on the field or team area. 

 • There is absolutely no alcohol, chewing tobacco or smoking permitted on campus, NO EXCEPTIONS. Violators will be asked to leave premises.

 • Teams and individuals are responsible for their own sports equipment. 

 • No parents on the field (coaches and players only).

 • Participants are not permitted to spit on the field.

 • Anyone caught willfully damaging property or equipment will be responsible for the cost of the equipment.

 • Teams must clean up after yourself and throw all garbage away.
